The project is based on the premise that participation in cultural activities is a human right and is important for people's quality of life, as well as for socialisation and identity development. At the same time, it has been shown that participation in such activities is socially unevenly distributed, with factors such as cost, language, logistics, and relevance often constituting barriers for individuals with minority backgrounds. DELTA aims to explore these challenges through dialogue-based development processes and collaboration with involved parties in the field.
The project combines research-based and practice-oriented activities. A central method in the project is the so-called "change laboratories," inspired by the Change Laboratory methodology within cultural-historical activity theory. Through this approach, participants will act as co-researchers.

The Music Mentor Programme organised by Norsk musikkråd
The Music Mentor Programme, organised by Norsk musikkråd (Council for Music Organisations in Norway), helps children and young people find and participate in local music activities. The music mentor acts as a support person for families, providing practical assistance to children who wish to join a music activity.
Choirs in Adult Education in collaboration with Norsk sangerforum
In several municipalities, choirs have been established within adult education programmes, with key objectives such as language learning, participation in community activities, access to music, and developing a sense of achievement and confidence. The DELTA project contributes by documenting and reporting on the program, as well as conducting change workshops with broad participation in two selected municipalities to gather experiences, facilitate dialogue between stakeholders, and develop and explore new strategies and approaches.
